The important distinction
PO80 is not presented as a magical source of internet without
a physical network. The technology must first acquire data or
connectivity resources while a legitimate connection exists.
The goal is to make those resources manageable and available
for supported offline scenarios, while the deeper network-layer
functionality is technically validated.
